What would fix this
A valid public release manifest carrying wikimedia_graph_nodes/wikimedia_graph_edges artifacts and their bound offset indexes (COUNTERPEDIA_PUBLIC_RELEASE_MANIFEST_URL / COUNTERPEDIA_PUBLIC_RELEASE_BASE_URL in production, or COUNTERPEDIA_PUBLIC_RELEASE_LOCAL_DIR for dev-release).

This reader deliberately refuses to fall back to scanning the multi-gigabyte graph bundle on a page request. A raw scan is treated as a failure mode here, not a substitute for a bounded lookup.
